Foundation Mathematics and Numeracy

WJEC Entry Level/Level 1 Foundation Mathematics and Numeracy is a two year, 120 guided learning hour course for learners aged 14 to 16, graded from Entry 1 Pass to Level 1 Pass and designed as a broad basis for progression onto GCSE Mathematics and Numeracy. Numeracy is the whole qualification: money and personal finance, time and schedules in the Unit 1 portfolio, non-calculator number, algebra, geometry and probability in the Unit 2 topic tests, and data handling and measuring in the Unit 3 practical tasks. Literacy demand is lower but real: learners read bills, payslips, timetables and infographics, use mathematical vocabulary, and explain their choices and conclusions in Unit 3. Key Stage 3 should build secure mental and written calculation with money and measures in everyday contexts.

Reading everyday financial documents and visual information
Unit 1 asks learners to recognise payslips, bank statements and bills, read household bills to find the amount to pay, and extract information from infographics, tables, calendars, timetables and charts. At Level 1 they use this in less familiar contexts such as a health infographic, a weather chart or holiday booking information.

Using mathematical vocabulary accurately
The content names the vocabulary learners must understand and use, from sum, difference and total and the language of multiplication and division to shape names, parts of a circle and the language of probability such as certain, likely and an even chance. Unit 2 tests this through objective and short answer questions, and Unit 1 uses the vocabulary of comparing money.

Explaining choices and writing a conclusion to an investigation
In the Unit 3 data handling task learners explain their choice of data collection method and their choices when sorting data, and form a conclusion following the investigation. The unit focuses on communicating mathematical information in a variety of forms.

Calculating with money, change, best buys and discounts
Unit 1 builds from counting coins to adding, subtracting, multiplying and dividing money in pounds and pence, calculating change from £5, £10 and £20, comparing prices for best buys and applying discounts and offers such as 3 for £2 and 10% off. A calculator is allowed in the portfolio.

Managing personal and household finance
Learners understand that bills must be paid regularly, that tax and National Insurance are taken from wages, and what profit and loss mean. They check that debits do not exceed a balance, use money in workplace contexts such as checking invoices and payslips, budget and plan shopping, and describe why foreign money needs exchanging.

Using time, timetables and schedules
Learners read analogue and digital clocks and the 12 and 24 hour clock, use units of time, carry out calculations involving time within the same day, and use timetables to plan journeys. At Level 1 they create plans and schedules from visual data that may involve several steps.

Place value, rounding and calculating without a calculator
In the Unit 2 Number and Probability test learners read, write and order numbers up to 1,000,000 and decimals, round and estimate, and calculate without a calculator. At Level 1 this includes the order of operations with brackets, multiplying two and three digit numbers by a two digit number, multiplying and dividing by 10 or 100, square numbers and roots, common factors and the first five primes.

Fractions, decimals and percentages of amounts
Learners recognise and order equivalent fractions, decimals and percentages such as 0.75 and 3/4, calculate unit fractions and fractions of amounts, and find 1%, 10%, 25%, 50% and 75% of an amount, building to any percentage such as 15% of 480 at Level 1, all without a calculator in Unit 2. Unit 1 applies 10% discounts to prices.

Using function machines, formulae, equations and sequences
In the Unit 2 Algebra and Geometry test learners work with one and two step function machines, substitute whole numbers into simple formulae in words or symbols, use conventions such as 3a for a + a + a, and solve simple linear equations. They also continue linear sequences and describe the rule in words.

Shape, position, perimeter and area
Learners name 2D and 3D shapes and parts of a circle, identify and draw reflections and lines of symmetry, recognise acute, obtuse and reflex angles, and plot coordinates in all four quadrants at Level 1. They calculate the perimeter and area of rectangles and simple rectilinear shapes not drawn on squared paper and estimate irregular areas by counting squares.

Describing chance with the probability scale
Learners use the terms will happen, could happen and will not happen, then at Level 1 the terms certain, likely, unlikely, impossible and an even chance, and place events on a probability scale from 0 to 1. This is tested in Unit 2, Test A. The LNF has no probability statements at these steps, so the closest fit is explaining concepts and recognising uncertain conclusions.

Collecting, sorting and representing data
In the Unit 3 data handling task learners plan and carry out an investigation to collect and record discrete data, complete tally charts for grouped data, sort data with Venn and Carroll diagrams and two-way tables, and present it in pictograms, bar charts, line graphs and pie charts with correct labels, scales, intervals and titles.

Interpreting data and finding averages
Learners read values from bar charts, line graphs and pie charts, find the mode, median, mean and range, and at Level 1 compare averages for two sets of data and spot a simple trend on a line graph. They identify features and patterns and form a conclusion in the Unit 3 investigation.

Measuring, reading scales and converting metric units
In the Unit 3 measures task learners choose suitable units and instruments, measure length, mass and capacity, read scales with many intervals and decimals, convert between metric units such as 450 cm to metres, make sensible estimates and scale a recipe by small whole numbers. They must understand the effect of inaccurate measurement and recognise when results are reasonable, and Unit 1 adds reading temperature scales above and below zero.

- Pupils measure classroom objects with rulers and tape measures to the nearest millimetre and record each length in both centimetres and millimetres.

- Pupils weigh and measure ingredients with kitchen scales and measuring jugs, reading scales marked in 10 g and 50 ml intervals, and convert 1.5 kg and 750 ml into grams and litres.

- Pupils scale a recipe for 4 people up to 12, estimate then weigh the ingredients and explain how an inaccurate measurement would change the result.

Da gwybod
- Calculators are allowed in Unit 1 and Unit 3 but Unit 2 is non-calculator: "A calculator will not be allowed in this assessment." (Summary of assessment, page 5).
- Units 1 and 2 are tiered and Unit 3 is not: foundation tier covers Entry 1 to Entry 3 and higher tier covers Entry 3 to Level 1, and "Learners may be entered at different tiers across units." (page 6).
- The Unit 2 tests mix "multiple choice questions (MCQ), objective test questions (OTQ) and short answer questions" and "will include mostly context-free mathematical questions" (Section 3.2, page 36), so written explanation is light there.
- The Unit 1 portfolio tasks are set in real-life contexts: "Each task will explore a range of mathematical skills set in a real-life context." (Section 3.2, page 36). The tasks change every year and are released in June.
- Appendix A (page 44) ticks Listening, Reading, Speaking and Writing for all three units, and the numeracy strands for all units except statistics and probability for Unit 2 (page 45). No marks for spelling, punctuation and grammar are mentioned.
- The grade is reported on "a 4 point scale: Entry 1 Pass, Entry 2 Pass, Entry 3 Pass and Level 1 Pass" (Section 5.3, page 42), and the model is compensatory, so strength in one area can offset weakness in another.
Cysylltiadau â chymwysterau eraill
The qualification "provides a broad basis for progression onto GCSE Mathematics and Numeracy" (page 8) and mirrors its structure: a finance unit, a non-calculator unit and data handling and measures. The GCSE steps up the same skills, adding VAT, interest and exchange rates to personal finance, ratio and percentage change to percentages, and a full statistical enquiry with grouped data, and it awards marks for explaining working in writing, which the Foundation does not. Money, time and measures also appear in Foundation Hospitality and Catering, and data handling supports The Sciences and Humanities.
